Title Transfer

Instate and Out of State Title and Plate Transfer Procedures. ​
Below are the documents and info needed for all instate and out of state transfers

  1. Proof of insurance, such as a valid insurance ID card, Binder, or Declaration Page will be needed
  2. Your Valid Pennsylvania Driver’s License or ID Card.
  3. The Original Title for the Vehicle and the current Odometer reading, and for Trucks, Trailers, & Motor homes Only: Unladen (empty) weight and GVWR.
  4. VIN tracing/ verification (MV-41) or bring the vehicle with you so we can verify the VIN#
  5. (FOR OUT OF STATE TRANSFERS) If the vehicle was purchased within the last 6 months, a bill of sale or a sales tax receipt is needed from the prior state otherwise PA tax will be due.
  6. Title Ownership Transfers - If you are transferring a current Pa titled vehicle, you must bring ID for both parties (Purchaser and Seller), and the Title. The purchaser or applicant’s ID must be a PA state ID or Driver’s License. Please Note: PA ID’s are issued by the Driver & Testing Centers. Please call us for information.
  7. Titling and Registering - You must bring in ID and the Title for all ownership transfers. If you are also getting a new plate or transferring an existing one you will need proof of insurance.
  8. Transfer of Plate - You may transfer a plate that you own. Transferring a plate from your spouse, parent or child is also allowed. Please bring in the old registration card.​
  9. Gifting of vehicle requires both parties present or a gift form prefilled by both parties.

IMPORTANT INSURANCE INFO

Pennsylvania’s financial responsibility law requires that one of the following items must be used to serve as acceptable proof of insurance. No other forms or receipts are acceptable as proof of insurance.
1. An insurance identification card issued by an insurance carrier or by a self-insured. The Department of Transportation issues a certificate to self-insureds who are then authorized to produce an insurance I.D. card; or
2. The declaration page of an insurance policy or a copy thereof; or
3. A copy of a valid binder of insurance which contains all of the information required to appear on the I.D. card, excluding the policy number, and is signed by a licensed insurance agent or broker; or
4. A valid copy of an application for insurance to the Pennsylvania Assigned Risk Plan which contains all of the information required to appear on the I.D. card, excluding the policy number, and is signed by a licensed producer (insurance agent).

Acceptable credentials for identification purposes in order to issue title and registration documents:

1. A valid Pennsylvania Photo Driver’s License;
2. A valid Pennsylvania Photo Identification Card;
3. A valid Pennsylvania Photo Exempt Identification Card; or
4. A valid U.S. Armed Forces Common Access Card

Dependents of Armed Forces personnel must provide a valid United States Uniformed Services Identification and Privilege Card (DD Form 1173). Each of the documents above must be in the same name as the name listed on the motor vehicle applications.
